Americans for Tax Reform (ATR) is an anti-tax lobbying group founded by trickle-down ideologue Grover Norquist and a member of the “Cooler Heads Coalition” — a group dedicated to spreading misinformation about climate change.
Koch Network
ATR has received funding from billionaire Charles Koch, Koch network foundations, and corporate interests including: Claude R. Lambe Foundation, Center to Protect Patient Rights, R.J. Reynolds, the Tobacco Institute, DonorsTrust, and Karl Rove’s Crossroads Grassroots Policy Strategies. In 2010, one-third of ATR’s $12.4 million annual revenue ($4,189,000) came from the Koch-tied Center to Protect Patient Rights. Americans for Tax Reform is also an associate member of the Koch-linked State Policy Network.

Leonard Leo is an arch right-wing operative who has amassed a fortune through a web of dark money organizations he has used to radically transform the judiciary. Leo’s Concord Fund gave $310,000 to Americans for Tax Reform between July 1, 2020, and June 30, 2022.
