The Ethics and Public Policy Center (EPPC) is a right-wing think tank founded by the late Ernest Lefever, whose Reagan-era nomination to the State Department failed due to his excuse-making for torture abroad and past statements in favor of repealing all human rights standards. EPPC is currently run by Ryan Anderson, a prominent opponent of marriage equality who has recently opposed IVF so stringently that he found himself at odds with Sen. Ted Cruz.

Leonard Leo is on the Board of Directors of EPPC. His 85 Fund also gave EPPC a combined total of $3,168,000 in 2020, 2021, and 2022.
Ed Whelan
Ed Whelan, vice president and president emeritus of EPPC, is a close friend of Brett Kavanaugh who engaged in conspiratorial conjecture to defend Kavanaugh from rape allegations during his 2018 confirmation hearings. Whelan clerked for Justice Antonin Scalia, who also took scores of trips underwritten by wealthy Republicans. Whelan authored EPPC’s amicus brief in FDA v. Alliance for Hippocratic Medicine.
